"Patients who use marijuana to alleviate suffering from debilitating medical conditions, as well as their physicians, primary caregivers, and those who are authorized to produce marijuana for medical purposes."

The Medical Marijuana Program in New Jersey:

At the start of the program, six state-licensed "alternative treatment centers" will be permitted to operate (approved and regulated) by the state.  Exact locations TBD, but two in the north, two in the south, and two in the east.  The state will determine, after the first treatment centers are operating, if more locations are needed- based on the number of registered patients.
